ESO Raising the Riotous Redress: How to Start and Complete the Quest

ESO Raising the Riotous Redress

ESO Raising the Riotous Redress is the introductory quest for the High Seas of Tamriel event in The Elder Scrolls Online. It begins on the Gold Coast, where a ghostly Baron-Captain needs your help recovering an enchanted ship’s bell and raising his sunken vessel. Completing the quest rewards the Ostentatious Pirate Wig and Hat collectible and unlocks the repeatable Bounty of the Abecean Sea daily quest.

The quest takes you from the beaches outside Anvil to an underwater cavern and the city of Kvatch before returning to the Gold Coast. You’ll need to defeat Clackgrack the Covetous Claw, recover the damaged bell, find someone who can repair it and summon the Riotous Redress back to the surface. Here’s where to go and what to do at each stage.

How to Start ESO Raising the Riotous Redress

ESO Raising the Riotous Redress

There are two ways to begin Raising the Riotous Redress during the High Seas of Tamriel event, which runs from September 30 to October 14, 2026.

The easiest method is to open the Crown Store, navigate to Quest Starters and accept Raising the Riotous Redress for free.

Alternatively, travel directly to the Gold Coast and find Baron-Captain Olsien Guy Mard on the beach outside Anvil. The event icon on the map identifies his location.

Speak to the ghostly captain to learn about the Riotous Redress, a ship that sank beneath the Abecean Sea. He needs an enchanted bell to break the curse holding the vessel underwater, but the bell must first be recovered.

Once you’ve accepted the quest, your first destination is Sunken Cavern.

ESO Raising the Riotous Redress Walkthrough

Raising the Riotous Redress has six main steps. You’ll begin and end on the beach near Anvil, with a short journey to Kvatch required to repair the bell.

Step 1: Find Sunken Cavern on the Gold Coast

From the Baron-Captain’s location outside Anvil, head north-northwest along the coast towards the nearby Ayleid ruins.

The entrance to Sunken Cavern is underwater, beside the ruins. Look for Hadolids in the surrounding area and follow the quest objective to locate the entrance.

Enter the cavern and make your way towards the chamber containing Clackgrack the Covetous Claw.

Step 2: Defeat Clackgrack and recover the Fractured Ship’s Bell

Inside Sunken Cavern, you’ll encounter Clackgrack the Covetous Claw, a large Hadolid guarding the object you need.

Defeat Clackgrack and search the debris behind him. The Fractured Ship’s Bell is among the wreckage, and you must interact with it to recover the item.

You don’t need to search for another bell elsewhere in the cavern. Once you’ve collected the Fractured Ship’s Bell, leave Sunken Cavern and return to the Baron-Captain.

Step 3: Return the bell to Baron-Captain Olsien Guy Mard

Travel back to the beach outside Anvil and speak to Baron-Captain Olsien Guy Mard.

Although you’ve recovered the enchanted bell, it isn’t ready to use. Its clapper is missing, preventing it from ringing properly and raising the Riotous Redress.

The captain directs you to Kvatch, where someone may be able to repair the damaged bell.

Your next objective is to find Ulene Teneran at the Eight Blessings.

Step 4: Find Ulene Teneran at the Eight Blessings in Kvatch

Travel to Kvatch, in the northern part of the Gold Coast, and locate the Eight Blessings.

Speak to Ulene Teneran about the Fractured Ship’s Bell. She cannot complete the repair herself but directs you to Tuindoril, who can restore it.

Tuindoril is located in the hedge maze in western Kvatch.

After speaking to Ulene, head towards the western side of the city and look for the maze entrance.

Step 5: Find Tuindoril in the Kvatch hedge maze

The hedge maze is the part of Raising the Riotous Redress where players may need a little extra direction.

Enter the maze in western Kvatch and follow its paths towards the central area. Tuindoril is waiting inside, rather than in one of the buildings surrounding the maze.

Speak to him about the damaged enchanted bell and ask him to repair it.

Tuindoril restores the bell, allowing you to return to the Gold Coast and finish the quest. There is no separate crafting station or additional material collection required at this stage.

With the bell repaired, travel back to the beach outside Anvil.

Step 6: Ring the bell and raise the Riotous Redress

Return to the location where you first met Baron-Captain Olsien Guy Mard.

Follow the quest objective and ring the restored enchanted bell. This breaks the curse holding the Riotous Redress beneath the sea, allowing the ghostly ship to rise to the surface.

Once the vessel appears, speak to the Baron-Captain again to complete Raising the Riotous Redress.

Make sure you finish this final conversation. Recovering and repairing the bell isn’t enough to unlock the next quest if you haven’t completed the introduction.

ESO Raising the Riotous Redress Quest Rewards

Completing Raising the Riotous Redress awards the Ostentatious Pirate Wig and Hat, a cosmetic collectible inspired by the Baron-Captain’s appearance.

The collectible can be equipped through the Collections menu after you’ve unlocked it.

You also receive credit towards the I Bid You Adieu! achievement, which is awarded for completing the introductory quest during the High Seas of Tamriel event.

High Seas event quests also award Deep Plunder Boxes. The first qualifying daily quest completion on your account awards a Legendary Deep Plunder Box containing 300 Trade Bars and a chance at additional rewards.

These boxes can contain crafting materials, treasure maps, Antiquity leads and other event items. Legendary boxes can also contain Abecean Sea Privateer weapon style pages and a fragment used to obtain the Suncleft Grotto Ornaug mount.

The pirate wig and hat are the guaranteed collectible from the introduction. The other event rewards belong to the wider High Seas reward system and are not all guaranteed by completing this one quest.

How to Unlock Bounty of the Abecean Sea

Finishing Raising the Riotous Redress unlocks Bounty of the Abecean Sea, the repeatable daily quest for High Seas of Tamriel.

After completing the introduction, remain on the beach outside Anvil and look for the Riotous Redress Logbook.

Interact with the logbook and open it to accept Bounty of the Abecean Sea.

Unlike the introductory quest, the daily takes you aboard the restored vessel for a battle against Sea Elf pirates. You’ll operate catapults, defeat enemies boarding the ship and repair hull breaches during the attack.

After the ship battle, the adventure continues underwater, where you’ll explore the Abecean Depths and encounter additional enemies and bosses.

The daily can be completed once per day on each character, although the Legendary Deep Plunder Box and its 300 Trade Bars are limited to one qualifying daily completion per account each day.

You can complete the daily solo or with a group of up to four players.

Can You Complete Raising the Riotous Redress Solo?

Yes. Raising the Riotous Redress can be completed alone, and there is no requirement to join a group to restore the ship or unlock the daily quest.

The only major combat encounter during the introduction is Clackgrack the Covetous Claw in Sunken Cavern. The remainder of the quest focuses on travelling between locations, speaking to NPCs and repairing the enchanted bell.

You don’t need to complete the later ship battle or underwater encounters to finish Raising the Riotous Redress. Those activities belong to Bounty of the Abecean Sea, which becomes available afterwards.

What to Do if Raising the Riotous Redress Is Missing

If you cannot find Raising the Riotous Redress, first check whether the High Seas of Tamriel event is currently active.

The event runs from September 30 to October 14, 2026, and the introductory quest is available through the Crown Store’s Quest Starters section during that period.

If the quest isn’t appearing, check the following:

  • Crown Store: Look under Quest Starters for Raising the Riotous Redress.
  • Gold Coast: Visit the beach outside Anvil and look for Baron-Captain Olsien Guy Mard.
  • Quest Journal: Check whether you’ve already accepted the introduction and have an unfinished objective.
  • Completed quests: If you’ve already finished the introduction, look for the Riotous Redress Logbook to begin the daily instead.
  • Game version: Make sure Update 51 is installed and reconnect to the game if the event is active but the quest still isn’t appearing.

If the quest is active but you cannot find the next objective, check your current stage before returning to the beginning.

Players searching for the bell need to visit Sunken Cavern. Those who have already recovered it must speak to the Baron-Captain before travelling to Kvatch. If you’ve spoken to Ulene Teneran, your next destination is Tuindoril in the western hedge maze.

The final objective only becomes available after Tuindoril repairs the bell.

What Happens After Raising the Riotous Redress?

Once you’ve raised the Riotous Redress and finished speaking to the Baron-Captain, the introduction is complete. You’ll have earned the Ostentatious Pirate Wig and Hat, unlocked the daily voyage and gained access to the main High Seas of Tamriel activities.

From there, Bounty of the Abecean Sea is the quest to concentrate on for repeatable rewards. Its ship battles and underwater encounters provide opportunities to collect Deep Plunder Boxes, Antiquity leads, furnishings and fragments for the Suncleft Grotto Ornaug mount.

The High Seas of Tamriel event ends on October 14, 2026, so complete Raising the Riotous Redress before the event closes if you want to secure the introductory collectible and take part in the daily voyages.

For the live event schedule and first-party details, see the official High Seas of Tamriel event page.
