IllFonic confirms two permanent routes. The free route is to complete the new Scythe Progressive Challenges. The paid option is to purchase the Halloween 5: The Revenge of Michael Myers skin, listed at $9.99 in the US, which immediately grants the weapon as a Starting Weapon.
The Halloween (2018) skin does not grant the same instant Scythe unlock. Tower Farm is free, and a Scythe can appear during matches there, but that pickup is separate from unlocking it permanently in Michael’s starting loadout.

Does 1.2.1 Fix All Progressive Challenges?
No. The October 28 update specifically fixes Scythe challenge access, DLSS-G frame-rate drops in certain situations and controller navigation in the PC graphics menu. Existing weapon and character challenges still use their own requirements.

If the missing-challenge bug continues after 1.2.1, screenshot the current menu. If the challenge is visible but not tracking, record the objective, your equipped weapon, the action performed and the counter before and after the match.
Don’t erase saved progress or buy DLC as a troubleshooting step. Once the hotfix is installed, use the Scythe challenge path to earn the weapon for free.
