The three Meeting Points in Genshin Impact are first gated by early Chapter VII: Act I progress. HoYoverse lists Huntsman’s Cabin after progressing Gunfire in the Silent Lands, while Tidesong Cavern and The Korolevskiy Theater require progress through Silence Alone Is Disfavored.
After those story gates, each hub has a local unlock quest. Current quest data lists Like a Land Where the Tide’s Song Whispers for Tidesong Cavern, Hunter on the Snowfields for Huntsman’s Cabin, and One Yet to Take a Bow for The Korolevskiy Theater.

If one of your Meeting Points in Genshin Impact is missing entirely, the solution is therefore quest progression rather than collecting more Cryo Sigils. The offering system only matters after the hub itself has been unlocked.
How to level Meeting Points in Genshin Impact
Each of the Meeting Points in Genshin Impact levels up through two requirements: regional exploration progress and Cryo Sigil offerings. Exploration comes from normal activities such as quests, chests and collectibles, while Cryo Sigils are earned across Snezhnaya and offered at the hub.

Meeting Points in Genshin Impact reward account materials as well as regional exploration tools. Early levels can unlock the Cryo Treasure Compass for the attached area, while higher levels improve its exploration ability and add items such as Primogems, Fates, Sanctifying materials and cosmetic rewards.

The most efficient way to raise these hubs is to combine the requirements instead of farming them separately. Clear quests, chests and collectibles in the attached region to raise exploration while also earning Cryo Sigils, then return to the hub when both thresholds are ready.
