Light of Foliar Incision can only be obtained via Wish, specifically by pulling from the Epitome Invocation Weapon Event Wish Banner. This sword is featured on the said banner from January 18, 2023, to February 7, 2023. After that, there will be no way of acquiring the weapon unless a banner rerun takes place.

This sword’s passive skill is called Whitemoon Bristle:

CRIT Rate is increased by 4%. After Normal Attacks deal Elemental DMG, the Foliar Incision effect will be obtained, increasing DMG dealt by Normal Attacks and Elemental Skills by 120% of Elemental Mastery. This effect will disappear after 28 DMG instances or 12s. You can obtain Foliar Incision once every 12s.

For every weapon refinement, the effects of this sword are increased by:

After Normal Attacks deal Elemental DMG, the Foliar Incision effect will be obtained, increasing DMG dealt by Normal Attacks and Elemental Skills by 120% of Elemental Mastery. This effect will disappear after 28 DMG instances or 12s. You can obtain Foliar Incision once every 12s.

After Normal Attacks deal Elemental DMG, the Foliar Incision effect will be obtained, increasing DMG dealt by Normal Attacks and Elemental Skills by 180% of Elemental Mastery. This effect will disappear after 28 DMG instances or 12s. You can obtain Foliar Incision once every 12s.
4CRIT Rate is increased by 7%. After Normal Attacks deal Elemental DMG, the Foliar Incision effect will be obtained, increasing DMG dealt by Normal Attacks and Elemental Skills by 210% of Elemental Mastery. This effect will disappear after 28 DMG instances or 12s. You can obtain Foliar Incision once every 12s.

Recommended Characters

Light of Foliar Incision is generally recommended for Main DPS sword users who can deal Elemental DMG using Normal Attacks. This is the signature weapon of Alhaitham and is considered his BiS (best-in-slot) weapon.

Since building Alhaitham will require you to provide him with a good amount of Elemental Mastery (EM), this weapon’s skill effect will make use of that stat to increase his damage potential further. And while Alhaitham deals raw or Spread DMG, the high CRIT DMG bonus stat will definitely provide better numbers. Lastly, the CRIT Rate from Whitemoon Bristle is a much-welcome bonus.

Another character who can take advantage of Light of Foliar Incision is the 5-star Hydro unit Kamisato Ayato. His Elemental Skill converts his Normal Attacks into AoE Hydro attacks, making it easy for him to trigger the skill effect of this sword. However, for this to be more effective, Ayato himself must have some EM. The same can be said about the 5-star Electro character Keqing.
