Weapon rarity and Pack-a-Punch are separate upgrade systems in Zombies. Pack-a-Punch improves weapon performance, but a Pack-a-Punched weapon is not automatically Legendary. For this challenge, check the rarity colour or tier shown for the weapon and make sure it has reached Legendary before starting the 100-kill count.
You can still Pack-a-Punch the weapon as well. Stronger damage can make the farm easier, especially as rounds become more demanding, but the event wording names Legendary rarity specifically. Treat Pack-a-Punch as a damage improvement and Legendary as the condition that determines whether the Camo Costume Party kills are eligible.
Which weapon should you use
For Black Ops 7 Legendary Launcher or Special Weapon progress, the best choice is the weapon you can keep supplied and control safely against groups. Season 6 includes the Roc 20mm in the Special category, while existing Launchers can also satisfy the combined class if they are available to you and upgraded to Legendary.

Why the 100 kills may not count

The other Zombies requirements include perk-conditioned Assault Rifle kills, Rogue Run SMG kills, a T.E.D.D. Trial Shotgun task, Mystery Box Marksman kills, Elite Sniper kills, Cursed pistol eliminations and a Pack-a-Punch III melee requirement.
Completing all nine Zombies tasks awards Malignant. Players chasing Oozed must then also complete Gravebloom, Grubs and Death Row in the other three modes, making this 100-kill Legendary task one piece of the full 36-challenge route.
