As of writing, the new Version 3.3 artifact sets are NOT dropped by any enemies nor are they in any domain’s rewards list. However, it can be assumed that Desert Pavilion Chronicle is designed for the Wanderer, as he is expected to be a DPS Anemo character.

On the other hand, based on Flower of Paradise Lost‘s description, it would be a great set for Kuki Shinobu in a Hyperbloom Team, Thoma in a Burgeon Team, and, of course, Nilou, a character designed specifically for Bloom Teams.
