You can obtain Memory of Dust by wishing in the Epitome Invocation banner during the 2nd Phase of Version 2.7. This runs from June 21, 2022, to July 12, 2022. Note that this is an event-wish exclusive weapon which means that there is no other way for you to get this catalyst.

Memory of Dust skill effects
This catalyst’s skill is called Golden Majesty:
Increases Shield Strength by 20%. Scoring hits on opponents increases ATK by 4% for 8s. Max 5 stacks. Can only occur once every 0.3s. While protected by a shield, this ATK increase effect is increased by 100%.
For every weapon refinement, Shield Strength and ATK are increased by:
