You do not need to find a hidden NPC or unlock a secret door before using the cake. The real friction begins after reaching it, because your candle progress depends on bringing back different anniversary species.
How to light the candles
To light candles on the Fisch Birthday Cake, catch an eligible anniversary species and throw it into the icing pool. A species you have not already submitted advances the unique candle progression.
