Game developer unions in the UK give employees a way to act together on pay, working hours and workplace conditions. A union can represent members and seek formal recognition from a game studio, allowing it to negotiate with management through collective bargaining. Recognition can be agreed voluntarily or through a statutory process.
Rockstar’s UK employees are due to vote on IWGB recognition from 12 to 26 November 2026. It is a vote about workplace representation, not industrial action. Here’s how these agreements work.
How do game developer unions in the UK work?

Game developer unions in the UK begin with workers organising and joining an independent trade union. They can ask their employer to recognise that union for a defined group of employees, called the bargaining unit. The unit might be a whole workplace or certain roles, depending on the agreement.
Once recognised, the union can negotiate collectively over the topics included in the recognition arrangements. Government guidance lists pay, working hours and holiday entitlement as common bargaining subjects. Other issues can be included by agreement, such as overtime, workplace flexibility or parental leave.
For game developer unions in the UK, joining a union and gaining recognition are different steps. Employees can join without employer recognition. Recognition establishes collective bargaining for the workers covered by an agreement.
How does a game studio voluntarily recognise a union?
Studios can grant voluntary recognition by agreeing with the union which employees will be represented, what will be negotiated and how the process will work. Acas can help both sides reach an agreement and arrange a ballot.
If a voluntary agreement cannot be reached, an eligible union can apply to the Central Arbitration Committee (CAC). The CAC oversees statutory applications and recognition ballots under UK employment law.
Statutory union recognition and the April 2026 changes
For the statutory process, 6 April 2026 brought an important change. The former requirement for at least 40% of the whole bargaining unit to support recognition was removed. A ballot now needs a simple majority of votes cast to succeed, under the updated statutory recognition scheme.
The new simple-majority rule applies to game developer unions in the UK using the statutory CAC route. A voluntary agreement may have its own ballot process, so the two routes should be distinguished.
A recognised union can negotiate over terms such as salaries and overtime. Recognition starts the bargaining relationship; representatives and management must still agree any actual changes.
What can a recognised games union negotiate?

An agreement might set out who can represent staff, how often bargaining meetings happen and how disputes will be handled. Acas describes those as typical recognition-agreement provisions. For Game developer unions in the UK, that could affect employees in development, art, design, production, testing and other covered roles, depending on the bargaining unit.
The IWGB-backed Rockstar Game Workers Union announced an anonymous online recognition vote for Rockstar UK staff from 12 to 26 November. The IWGB says the agreement would enable representation on pay, bonuses, overtime, redundancy, flexible working and generative AI policies.
What is happening with Rockstar’s UK staff?
Rockstar head of publishing Jennifer Kolbe has said the company would respect employee preferences about representation. Separately, an employment tribunal is hearing disputed allegations around 2025 dismissals. Our Rockstar ballot report covers both sides’ positions.
For game developer unions in the UK, a recognition ballot is different from an industrial action ballot. The first asks who should negotiate for staff; the second concerns a workplace dispute and has separate legal requirements.
Is a union-recognition vote the same as a strike ballot?
Rockstar operates UK offices including Edinburgh, Dundee, Leeds, Lincoln and London. Our Rockstar studios guide lists its locations, while the ownership guide explains why the employer’s publishing label and Take-Two parent company are not the same as the union.
The role of game developer unions in the UK is to represent members and, where recognised, negotiate collective terms. The agreement determines which staff and subjects are covered.
