Why is the Fuse Machine missing?
If the Ride A Pet Fuse Machine location is empty when you stand beside the Phoenix, confirm that Rebirth 1 is finished. Having more than $1 million Cash does not automatically count because the first rebirth also needs a Horse.

How to get the Horse
