Deploy to Pendola Pass and head for Cielo Sereno Observatory. Explore the accessible interior areas and look for square metal storage boxes offering a breach interaction. Open those containers first. The reported find was inside one of them, so you have a more useful starting point than simply searching every train seat on the map.
The Observatory includes areas with their own key access requirements, but the player report does not prove that the Lantern is behind an Observatory Key door. How many ARC Raiders Railway Lantern for Soul’s Offering?
Construct Ferrovia’s Offering requires two Railway Lanterns, three Dead Flowers, 15 Advanced ARC Powercells and ten Remote Raider Flares. Ordinary ARC Powercells are not the same item as Advanced Powercells. Keep all three Dead Flowers from your early scavenging runs even before Stage 2 unlocks.

The two Lanterns can come from separate raids. When one appears, protect it and extract. You can contribute the item through Projects when the stage is active, and you don’t need to carry both into the same match. Holding onto a Rare event trinket is more useful than selling it for everyday resources.
