This Sailor Piece leveling guide follows the regular quests from Level 1 to 12,500. Start with Thief Hunter on Starter Island and finish with Arena Fighter on Lawless Island. Level 12,500 is the important threshold for Sea 2 and the latest Luffy update codes, so there’s a clear goal for your first big stretch of grinding.
You don’t need an expensive fruit or a rare boss drop to follow the route. The trick is picking up the quest for your current level, finishing it quickly and moving to the next island when it’s available. I’ve included the NPC landmarks too, since looking for a quest giver can take longer than the fight itself.

Sailor Piece leveling guide: All 19 quests and islands
Find your current level in this Sailor Piece leveling guide table, travel to the island and take the named quest. The listed ranges are level brackets, not estimates of how many kills you’ll need. The enemy EXP and quest rewards can change with updates and boosts, so concentrate on how quickly you can complete each quest.

Sailor Piece leveling guide: Levels 1–1,500
Start with Thief Hunter near the tree by spawn on Starter Island. At 100, take Thief Boss by the shore. Once you reach 250, head to Jungle Island and speak to Monkey Hunter at the wooden bridge. Monkey Boss becomes available at 500, behind the red tents on a nearby cliff.
Desert Island is next: Desert Bandit by the docks at 750, then Desert Boss beside the skeleton at 1,000. The Observation Haki trainer is on a hut terrace here and costs 250,000 Coins plus 300 Gems. It’s a useful upgrade once you can afford it, but you can continue questing while saving up.
Sailor Piece leveling guide: Levels 1,500–5,000
On Snow Island, take Frost Rogue from 1,500. Its NPC is under a tree towards the left edge. At 2,000, switch to Winter Warden on the furthest mountain. Snow also has the Armament Haki trainer, worth visiting if your damage starts falling behind.
Shibuya Station covers the next two quests. Go first right from spawn for Sorcerer Hunter at 3,000, then second right for Panda Boss at 4,000. The Conqueror Haki trainer is on Shibuya too, although you can leave that for later if your levelling setup is still working well.

Levels 5,000–10,000: Hueco Mundo, Shinjuku, Slime and Academy
Head to Hueco Mundo for Hollow Hunter on the left of the portal. At 6,250, teleport to Shinjuku Island for Strong Sorcerer near the spawn crystal. Switch to Curse Hunter at 7,000, by the broken building on the left.
At 8,000, Slime Island’s Slime Warrior quest is in the forest to the left. Then head inside Academy Island’s castle for Academy Challenge at 9,000. If you want to work towards Model Nika later, our Gum-Gum Fruit guide explains the treasure hunt. Gum-Gum isn’t required for these EXP quests.
Sailor Piece leveling guide: Levels 10,000–12,500
At 10,000, take Blade Masters in the middle of Judgement Island. After that it’s Quincy on Soul Society from 10,750 and Ninja on Ninja Island from 11,500; look right of the giant tree for Ninja’s NPC.
For the final 500 levels, teleport to Lawless Island, head towards the huge dome and look to its right for Arena Fighter. Run that quest until Level 12,500. Your new Sailor Piece codes now meet their minimum level requirement, provided they’re still active.
How to make this Sailor Piece leveling guide faster
The main time-saver in this Sailor Piece leveling guide is repeating the quest you can finish cleanly. Pick it up, defeat its targets, hand it in and repeat. If a new island’s enemies take too long or keep killing you, stay with the previous quest and improve your weapon or Haki before moving.
Area attacks help with groups, but they’re not worth it if your character can’t land them consistently. Bosses are good for titles and materials; waiting for a spawn isn’t necessarily good for regular EXP. Keep your farming routine simple until 12,500.
Sailor Piece leveling guide: What comes after 12,500?
At Level 12,500, you’ll also need Ascension 5, two Ancient Fragments and seven boss-specific Map Pieces from World Island to unlock Sea 2. Follow our complete Sea 2 walkthrough for the fragment landmarks and the boss table.
Sea 2 begins with Delinquent quests at Level 12,750 and Strong Fighter at 13,000, then Bizarre Island and Punch Island. Shadowrise Devs currently lists an overall level cap of 25,000. The Luffy Boss guide explains the timed encounter at The Sunny, while our Luffy Update coverage explains the newer content.
