To step over the hydraulic lift and continue your search for the Astrum, you simply have to follow the steps below:

Step 1: Lift the laser projector nearby. If you have been carrying the laser projector from the previous level, you can also use it.

Step 2: Place the laser projector on the conveyor so that the laser beam would hit the laser trap repeatedly. With this, the lifts on the left side will begin to move.

Step 3: Step over the lifts. If the next level becomes unreachable, simply wait for the laser projector on the conveyor to hit the laser trap again. The lifts will shift, allowing you to go higher.

Step 4: Continue going up until you reach the next area.

Here, you will be able to find Mr. Kolader, and the two of you will talk about the Astrum.
