As mentioned, Wolfhook is a Local Specialty in Mondstadt, meaning it can only be harvested in the region. This berry often grows at the base of trees and bushes in Wolvendom, so you better check out those bushes in the area. You can also buy some from one (1) shop.

On the other hand, you can purchase this Local Specialty for 1,000 Mora each up to 5 times every three days from the Botanist Chloris. Unlike her younger sister Flora who can easily be found selling flowers in the City of Mondstadt, Chloris is a wandering NPC found around Windrise, Mondstadt.
