The key step to the solution is dropping a medium gear on the upper level of position: 7. You can toggle the level via the ‘Switch to upper/lower level’ button in the bottom right side of the screen.

After doing that, the rest of the pieces are quite obvious. The other medium gears need to be placed into position 3 and 4 respectively. A large gear will take up position 6, which is about the only place it can really fit on the entire mechanical painting anyway.
