Where to get Mailed Flower
This claymore can only be acquired as an event-exclusive weapon during the Windblume’s Breath in-game event in Version 3.5. To be specific, this can be obtained as a reward for the Floral Pursuit segment of the said event.
On the other hand, this weapon’s refinement material, called Unfading Silky Grace, can be obtained from the Event Shop using an event-exclusive currency.
Note that the event only runs from March 3, 2023, to March 20, 2023. After this event, there is no other way of acquiring this weapon unless HoYoverse decides to bring it back, which hasn’t been the case for event-exclusive weapons.

Recommended Characters
With its Elemental Mastery sub-stat, Mailed Flower is a great option for claymore-wielding characters in teams that focus on Elemental Reactions to deal damage.
This weapon will significantly boost the 5-star Pyro character Dehya‘s damage if you place her in a team like Burgeon or Vaporize. With the help of the coordinated Pyro attacks from her Elemental Skill, she can almost always trigger Mailed Flower’s passive that increases both ATK and EM.
Another notable 5-star character who can take advantage of Mailed Flower is the Pyro character Diluc. While his Elemental Skill doesn’t deal coordinated attacks like Dehya’s, it is inherently spammable.
For 4-star characters, the Electro character Beidou and the Anemo character Sayu are our top choices. Like Dehya and Diluc, this weapon increases Beidou’s overall damage in reaction teams.
On the other hand, Sayu needs a decent EM to deal significant Swirl DMG as an Anemo character. Moreover, this weapon’s ATK buff can increase her healing effectiveness, as it is based on the ATK stat.
Lastly, this might also be a good weapon for the upcoming Dendro character Kaveh, as most Dendro characters rely heavily on the Elemental Mastery stat. However, since Kaveh has not been released yet, we can only speculate at the moment.
