Where to get ‘Engulfing Lightning’
Engulfing Lightning can only be obtained via Wish, specifically by pulling from the Epitome Invocation Weapon Event Wish Banner. This polearm will be featured on the said banner from December 27, 2022, to January 17, 2023. After that, there will be no way of acquiring the weapon unless a banner rerun takes place.

Recommended Characters
Engulfing Lightning is generally recommended for polearm characters who require a high Energy Recharge without sacrificing the ATK stat. This is the signature weapon of the Raiden Shogun and is considered her BiS (best-in-slot) weapon.
Building the 5-star Electro character Raiden Shogun requires focusing on her Energy Recharge. Because of this, her ATK stat sometimes gets overlooked. With Engulfing Lightning, this gets resolved as you can focus more on giving her Energy Recharge and turn a percentage of that stat into ATK.
Another 5-star character who can take advantage of this polearm is the Cryo character Shenhe since her Elemental Burst requires a high Energy Cost. At the same time, she needs the high ATK stat and effect that Engulfing Lightning provides for her to increase the Cryo buff for the party.
Other polearm characters who have high Energy Costs and will appreciate the stats and effects of Engulfing Lightning are the 4-star Pyro character Thoma and the 4-star Pyro character Xiangling. Both characters have a significant Elemental Burst that’s locked behind 80 Energy cost. On the other hand, while the 4-star Cryo character Rosaria only requires 60 Energy for her Burst, this polearm makes it possible to have 100% uptime every rotation.
